Utah became a territory in 1847. Statehood came in 1896. A state seal was adopted at that time.
A state flag was also adopted in 1896. It consisted of the state seal on a dark blue background. The design was changed several times in the next few years the last being in 1911. That final design should be on the current official flag. It appears that is not the case.
In 1922, a flag maker altered the seal and the new flag was inadvertently confirmed by the state legislature. Apparently they did not notice the change and that flag design has continued in use to the present.
While the error has been known to exist for some time, the Utah legislature is finally considering changing the flag back to its original, legal design.
